Dr. Jovey Martir, Adjunct Professor and Dissertation Chair at Capitol Technology University, has been recognized by Marquis Who’s Who Top Educators for dedication, achievements, and leadership in Management and Decision Sciences.

Dr. Martir’s diverse career reflects a commitment to excellence in academia, government service and military leadership. For the past five years, he has served as an adjunct professor and dissertation chair at Capitol Technology University, where he provides mentorship to doctoral students and teaches courses such as Professional Ethics and Leadership, Information Assurance Research Literature, and Organizational Change and Information Systems Implementation. In this capacity, Dr. Martir guides students through the intricacies of APA style writing, dissertation chapter completion, research topic selection, quantitative statistical studies and professional studies in business and information technology ethics.

Before pivoting into academia, Dr. Martir was a special advisor to the agency director at the U.S. Department of Defense from 2013 to 2023. In this senior executive position, he advised the director of the Defense Information Systems Agency, a three-star general officer, and the executive deputy director on comprehensive U.S. Department of Defense policy matters. Dr. Martir’s expertise in policy development and executive management was instrumental in shaping agency directives.

Between 2010 and 2013, Dr. Martir was a senior executive service program manager at the Missile Defense Agency. He provided counsel to both the deputy director and executive director on U.S. Department of Defense and senior executive service policies. Dr. Martir began at the Missile Defense Agency in 2008 as a principal analyst and corporate team lead for manpower and personnel. Earlier, Dr. Martir worked as an executive search consultant with Lockheed Martin Corporation, where he contributed to talent acquisition for high-level positions within the organization from 2007 to 2008.

Dr. Martir’s previous military service in the U.S. Navy was marked by significant leadership roles. Among them, he headed Fleet “A” School Assignments at the Bureau of Naval Personnel. He also served as a personnel officer and administration officer aboard USS Port Royal (CG-73), overseeing six divisions with up to 25 personnel each, and managing a $200,000 training budget for a crew of 325. Among his proudest achievements, however, was his tenure as personnel officer/administration officer aboard an Aegis Cruiser ship, where Dr. Martir led approximately 100 sailors with a focus on safety and achieving full qualification standards for ship operations.

Highly educated, Dr. Martir earned a Bachelor of Science in statistics from the University of the Philippines in Quezon City in 1986, a master’s degree in computer resources and information management and a second master’s degree in human resources management from Webster University in Saint Louis in 2001 and 2015, respectively, and a Doctor of Philosophy in management and decision sciences with concentrations in management, business analytics and decision sciences at Capitol Technology University in Laurel in 2019. Further enhancing his credentials, Dr. Martir completed the Defense Talent Management System Program Development Working Group, the SES/ST Presidential Rank Award Workshop, and, among others, the George Washington University Leadership Program.

Dr. Martir’s professional affiliations include membership in the Senior Executive Association and HR University. Civically, he remains active with the American Legion and the American Association of Retired Persons. He also participates in various Catholic church activities across multiple locations.

As an author, Dr. Martir published “Exploring Motivational Models and their Correlation to Managing Organizational Conflict in a Study of Federal Employees in the Defense Information Systems Agency” in 2019. This work reflects his commitment to advancing knowledge within federal agencies.

Dr. Martir’s contributions have been recognized through numerous awards, including an OSD Award for Excellence in 2013, an Executive Deputy Director’s Coin for Excellence in 2017 and a DISA Exceptional Civilian Service Medal Award in 2023. His military decorations include numerous Meritorious Unit Commendations and Navy “E” Ribbons, a Global War on Terrorism Service Medal, three Armed Forces Expeditionary Medals, and, among others, a Defense Meritorious Service Medal.

Eager for the future, Dr. Martir aims to return to full-time work at Capitol Technology University while writing additional books and seeking membership with the Mensa Organization. He remains open to exploring new avenues that align with his passion for education leadership, research and service.
