His academic pursuits commenced with the completion of a Bachelor of Arts in urban planning with a minor in Africana studies from Rutgers University in 2010, laying the groundwork for his passion for social justice and community development. Following his undergraduate studies, he earned an education master’s degree in social and philosophical foundations of education from Rutgers Graduate School of Education in 2014. His quest for academic excellence continues unabated as he pursues a doctorate in educational technology leadership at New Jersey City University.

Throughout his distinguished career, Mr. Noguero has held pivotal roles in various educational institutions, each underscored by his unwavering dedication to fostering student success and community engagement. His tenure as an educational opportunity fund administrator at Passaic County Community College from 2014 to 2015 laid the foundation for his transformative leadership style. Building upon this foundation, he assumed increasingly impactful roles, including positions such as site dean of the NJSEED College Scholars Program from 2016 to 2018, and later as the educational opportunity fund director at Passaic County Community College from 2020 to 2023.

Presently, Mr. Noguero serves as the assistant dean for the Educational Opportunity Fund and the Men of Color Success Initiative at Passaic County Community College, a role he assumed in 2023. In this capacity, he continues to spearhead initiatives aimed at addressing systemic barriers to educational attainment, particularly among historically marginalized communities, and nurturing an inclusive campus environment conducive to student success. In recognition of his exemplary contributions to education and community empowerment, he has been honored with numerous awards and accolades, including the International Men’s Day Educational Leadership Award from the Willie Peter Kim Foundation and the Growing in Grace Counseling Group in 2022 and the Dr. Martin Luther King Jr. Youth Serving Recognition Award from the New Jersey Community Development Corporation in 2021.

Mr. Noguero’s unwavering commitment to community service and civic engagement is apparent as he was the founder and program director of Scholars Organizing Culturally Innovative Opportunities from 2007 to 2015, pioneering initiatives aimed at empowering youth through education and technology. Beyond his professional endeavors, he is an avid writer and dedicated family man, finding solace and inspiration in crafting literary works and spending quality time with his loved ones. His commitment to educational excellence and social justice continues to serve as a guiding light, inspiring future generations to strive for positive change in their communities and beyond.
