Dr. Tracy-Mumford is a seasoned educator who has been serving as an education liaison for the Maryland Department of Public Safety and Correctional Services since 2013. Leveraging her expertise in teaching, she facilitates relations between correctional facilities and educational opportunities, ranging from basic literacy to collegiate-level coursework for adults interested in earning bachelor’s degrees. Additionally, Dr. Tracy-Mumford works closely with the U.S. Department of Labor to provide instructional support to those already receiving instruction from the department. Among other responsibilities, she writes grants to secure funding for additional services for various academic and vocational opportunities for inmates that will be helpful once they transition back into the workforce upon their release.
Although Dr. Tracy-Mumford had previously retired from her career in the classroom, she chose to return to work. Drawing significant rewards from her position, she enjoys showcasing her students’ achievements within the correctional facilities, frequently supporting and recognizing their dedication and hard work. Witnessing individuals turn their lives around and pursue positive paths has been immensely gratifying. Many of the individuals Dr. Tracy-Mumford works with, mainly women, have been told throughout their lives that they are worthless, and being able to help them change their perspectives of themselves has been very rewarding.
Having begun her career as an elementary school teacher in 1967, Dr. Tracy-Mumford enjoyed shaping and developing young minds. However, she could never witness the long-term impact she had on her students. Pivoting into adult education in 1985 and correctional education in 2000 has allowed her to see the fruits of her labor.
Highly educated, Dr. Tracy-Mumford received an undergraduate degree from Frostburg State University in Frostburg, Maryland, in 1967, a master’s degree from Bowie Stae University Bowie, Maryland, in 1978 and a Doctor of Education from the University of Maryland in College Park in 1999. Besides her extensive education, she remains abreast of industry trends as a professional member of the Correctional Education Association and the American Association for Adult and Continuing Education.
Throughout her distinguished tenure, Dr. Tracy-Mumford has been fortunate to experience numerous accomplishments, including in Delaware where she worked closely with state leaders to address the staggering high school dropout rates. Consequently, she helped develop an adult education program for alternative education for students who had dropped out of high school. This program enabled them to work toward their high school diplomas in a more flexible learning environment. Highly successful, Dr. Tracy-Mumford’s program significantly reduced the dropout rate.
In light of her success, the American Association for Adult and Continuing Education honored Dr. Tracy-Mumford as the Administrator of the Year. This accolade highlights her dedication and enthusiasm for the field of education. Dr. Tracy-Mumford credits her accomplishments to her unwavering perseverance and steadfast belief in her endeavors. She also notes her lifelong passion for teaching, which she developed while coming of age playing pretend teacher in her home during her preschool years.
Dr. Tracy-Mumford has no plans for retirement. She intends to continue liaising in her government position and making a positive impact on those she positively influences each day.
