Thomas Richard Howie, EdD, retired professor at Maryland Public Schools, has been recognized by Marquis Who’s Who Top Educators for dedication, achievements, and leadership in education.

Dr. Howie is lauded for his expertise in education, having spent decades in the classroom before retiring from Pennsylvania State University as an associate lecturer. His tenure came after being affiliated with Calvert County Public Schools as a supervisor of student and program evaluation and curriculum. Dr. Howie’s years in the field were complemented by numerous research projects, including topics related to preserving the brain, mapping the brain circuits, bridging neural science in daily living, the mind-body connection, and other emerging research on brain science. Dr. Howie was also part of a 15-year study group focused on mapping the brain, contributing to the research leading to Roger Sperry’s 1983 Nobel Prize win.

Becoming highly educated, Dr. Howie received a bachelor’s degree from Frostburg State University in Maryland and a master’s degree from the University of Maryland in College Park, where he was a collegiate lacrosse player. While pursuing his master’s degree, Dr. Howie focused on human growth and development content courses. The university received a grant to research inner-city children in Baltimore, and he became a principal contributor to this research, which resulted in the University of Maryland changing its residency requirement for doctoral students. Dr. Howie also garnered a Doctor of Education in human development and curriculum from The George Washington University. His dissertation examined cognitive development and included studies on communication.

Beyond his work on the brain, Dr. Howie contributed significantly to computer science and computer learning. Among other accomplishments, he had the opportunity to teach a course on ecology and was instrumental in river cleanup along the Potomac River. Dr. Howie has also become active civically, contributing to Pennsylvania State University as a volunteer for lifelong learning and adult education. He also donates to various charities. Dr. Howie has been recognized with numerous accolades, including various state and national awards and recognition for Promising Practices in Colleges and Universities from the Association of Supervision and Curriculum Development. He attributes much of his success to great mentors.
