With more than 55 years of experience to her credit, Dr. Simmons has excelled as an English teacher and teacher trainer with School ELC in Khabarovsk, Russia since 2022. Moreover, she has been active as an English language specialist with the U.S. Department of State since 2018, a specialist for English language and special needs with the Heritage International School since 2017 and a broker with Intracoastal Realty in Leland, North Carolina since 2016. During this time, she found further success as an English teacher, a teacher trainer and an English language fellow with BATTAMBANG University, as funded by the U.S. Department of State, between 2015 and 2022. Dr. Simmons likewise worked as an English teacher and a teacher trainer for The University of Management “TISBI” in Kazan, Russia in 2014.

Prior to these appointments, Dr. Simmons held a number of positions for Horry County Schools between 1999 and 2014, including as the coordinator of multi-cultural affairs and the coordinator of the gifted and talented, the director of The Academy for Arts, Science, and Technology, the director of CONNECT and the director of adult education. Also recruited as a director of governor’s schools over the years, she previously served as the dean of assessment and training for the West Virginia Department of Education from 1988 and 1999. From 1967 to 1968, she contributed to Pocahontas County Schools as the teacher of first grade and special education. Dr. Simmons began her career with Kanawha County Schools between 1964 and 1988, with which she thrived as an elementary teacher, a teacher of the gifted, a coordinator of special education and a coordinator of community education.

Before embarking on her professional path, Dr. Simmons pursued an education at West Virginia State College, from which she earned a Bachelor of Science in elementary education, English and social studies in 1964. She continued her academic efforts with a Master of Science in special education at Marshall University in 1968. She eventually concluded her studies at Kent State University in 1985, graduating with a Doctor of Philosophy in special education with an emphasis in gifted education. In addition to these accomplishments, Dr. Simmons was acknowledged as an Outstanding Doctoral Student by Kent State University in 1984.

Beyond her responsibilities within the field, Dr. Simmons has participated in numerous endeavors outside of her professional circles. A frequent volunteer with Rotary International and the University of North Carolina, she has been affiliated with the Russia and West Virginia Foundation as the founder and president. Attributing her success to the support of her family as well as her openness to new experiences, she was proudly recognized as the Technology Educator of the Year in 2012. Incredibly proud of her past work in Ecuador, Dr. Simmons hopes to continue working with immigrants on their English language skills in the coming years while possibly teaching on the continent of Africa in the near future.
