Hilal Peker, PhD, a TESOL professor and educator, has been recognized by Marquis Who’s Who Top Educators for dedication, achievements, and leadership in academian.

Dr. Peker began her career as a volunteer English teacher at Middle East Technical University (METU) Development Foundation Schools in 2003, and became a middle school English teacher in the Montessori Education Language Program at the Tekdil Private Language Institute in Ankara, Turkey in 2007 when she graduated with a Bachelor of Arts degree in English language teaching and foreign language education at METU. Then, Dr. Peker earned a Master of Arts degree in foreign language education at the University of Texas at Austin in 2013, and a Doctor of Philosophy in TESOL/Education degree at the University of Central Florida (UCF) in 2016. She served in a number of academic capacities at the First Star Academy, the University of Texas at Austin (Texas), UCF, Anadolu University, Evrendil Private Language Institute, and at Rapla Ühisgümnaasium (Estonia). Additionally, she served as a visiting scholar for both Vilniaus Universitetas (Lithuania) and Uniwersytet Rzeszowski (Poland). With 20 years of experience to her credit, Dr. Peker has excelled as an educator with administrative skills along with academic skills. Since 2021, she has been working as a Federal Project Coordinator and as an Educational Policy Consultant for the Bureau of Federal Educational Programs at the Florida Department of Education (FDOE). During this time, she has been additionally active as a faculty member at UCF, Florida State University (FSU), and Framingham State University. In addition, she is supervising two dissertations at Saint Leo University and two at Bilkent University. Before joining the aforementioned universities and FDOE, she worked as an Assistant Professor of Foreign and Second Language Education (FSLE) at FSU between 2016 and 2018 coordinating the M.A. and TESOL Certificate programs and as an Assistant Professor of TEFL and Curriculum & Instruction at Bilkent University between 2018 and 2020.

The recipient of several grants, she has been presented with myriad accolades from the University of Central Florida, The National Network for Early Language Learning, the Council on Research in Education, the American Council on the Teaching of Foreign Languages and TESOL International Convention, to name a few. Affiliated with multiple organizations in her areas of expertise, she attributes her success to her internal drive to complete her goals as well as her exceptional planning and organization skills. Proud to have re-conceptualized the Second Language (L2) Motivational Self System (R-L2MSS) theory originally proposed by Dornyei (L2MSS; 2009) by proposing “Feared L2 Self “ (2016, 2020), Dr. Peker hopes to advance to a professorial and administrative position in academia in the coming years.
