Dr. Devon Q. Horton, Superintendent at Evanston/Skokie School District 65, has been recognized by Marquis Who’s Who Top Educators for dedication, achievements, and leadership in education administration.
Since 2020, Dr. Horton has provided superior service as superintendent of schools for the Evanston/Skokie School District 65 in Illinois. His list of accomplishments includes implementing a district-wide racial equity policy, spearheading work on teacher development and retention, establishing a district-wide dashboard to make student data more relevant, transparent, and actionable for all stakeholders and creating regular systems of two-way communication to maximize collaboration.
After initially obtaining a Bachelor of Science in elementary education in 2000 from Jackson State University in Mississippi, Dr. Horton followed with a Master of Arts in educational leadership and administration in 2005 and a Doctor of Education in superintendency and educational system administration K-12 in 2018 from Chicago State University. He began his educational career in the Chicago public schools, excelling as a middle school teacher and principal from 2000 to 2014, and as assistant superintendent and later deputy superintendent of achievement and administration from 2014 to 2018 in East St. Louis School District 189. Dr. Horton then excelled as chief of schools in the Jefferson County Public Schools from 2018 to 2020.
Dr. Horton’s honors include the Racial Harmony ELITE Leaders Award and the Illinois Board of Education Those Who Excel Award. He attributes his success to his competence, passion, and persistence. He became involved in his profession because of his upbringing, as his mother instilled in them the value of education and he tutored children who went to the elementary school from which he graduated. In coming years, Dr. Horton would like to be able to provide a platform so that other leaders, regardless of race and experience, could learn and develop their skills.
