Joseph J. Cipfl, PhD, President and Chief Executive Officer Emeritus of the Illinois Community College Board has been recognized by Marquis Who’s Who Top Educators for dedication, achievements, and leadership in academia.

With 50 years of experience to his credit, Joseph J. Cipfl PhD excelled as President and Chief Executive Officer of the Illinois Community College Board between 1997 and 2004 and now holds emeritus status within the organization. Prior to this role, he served as President of Southwestern Illinois College from 1988 to 1997. Dr. Cipfl also achieved significant success within Belleville School District 118 holding leadership positions as Superintendent from 1976 to 1988 and as Principal of the Abraham Lincoln School from 1970 to 1976. He also served as a sixth grade teacher for the Abraham Lincoln School from 1968 to 1970. Dr. Cipfl began his career with East St. Louis School District 189 as a middle school teacher from 1967 to 1968 and concluded his career as Dean of the McKendree University Graduate School and as Chair of the School of Education from 2004 to 2017.

Dr. Cipfl first pursued an education with Illinois State University, where he obtained a Bachelor of Science in 1967. He then joined Southern Illinois University, completing a Master of Science in 1968. He continued his studies with the school, receiving a Specialist of Education in 1976. He later completed his education with St. Louis University, earning a PhD in 1982. He is certified as a teacher and school administrator in the state of Illinois.

Throughout his career, Dr. Cipfl has been recognized for his contributions. Phi Theta Kappa gave him the Shirley B. Gordon Award for his excellence as an Outstanding Community College President, the Boy Scouts of America gave him a Distinguished Citizen Award, and the National PTA named him an Outstanding Educator. The recipient of the Carrol E. Kimmel Community Service Award from Southern Illinois University, he was named an Outstanding Young Person by the state of Illinois and the United Way of Greater St. Louis, MO, gave him an Outstanding Volunteer Award. Furthermore, Dr. Cipfl was an inductee of the College of Education Hall of Fame at Illinois State University in Normal, IL, in 1997.
