In addition to his roles as an educator and academic administrator, Dr. Phelan served as a consultant for the United States from 1991 to 1992 and is a founding and managing member of Quail Creek Editions, which was launched in 2008. He has authored and edited more than a dozen books and curated more than a dozen exhibitions. Furthermore, Dr. Phelan served in the military and is a Vietnam Veteran of the 101st Airborne Division.
