Russell Fulmer, Librarian (Retired), has been recognized by Marquis Who’s Who Top Educators for dedication, achievements, and leadership in research and library services.

For more than 30 years, Mr. Fulmer could be found among stacks and stacks of books helping students navigate the educational landscape. Prior to retiring, he was a librarian and First Year Experience teacher at Floyd College, which is now known as the Georgia Highlands College. He joined the faculty in 1994 and retired in 2015. Before taking on these roles, Mr. Fulmer was the Assistant Director of Library for Technical Services at the Colorado School of Mines. He had also been the Coordinator of Technology Services at the Jackson Hinds Library System and a cataloger at the University of Alabama, Tuscaloosa.

Mr. Fulmer didn’t initially tend to be a librarian, instead having set his sights on venturing into the field of history. While studying, he discovered his true passion was for researching and he found books to hold a special importance in his life. When he discovered a library program was opening up at the University of Alabama, Birmingham, he jumped at the opportunity and became one of the School of Library Service’s first two graduates. He first received a Bachelor of Arts from Dickinson College in 1968 and then an MLS at the University of Alabama at Birmingham in 1972.

Throughout his career, Mr. Fulmer has consulted for the Mississippi Library Association and worked as a member on the Database Quality Advisory Committee for the Southwestern Library Network. In the early 1980s, he provided his services as an assistant editor of “Mississippi Libraries.” He has also served as chair of the Technology Services and Automation Division of the Colorado Association of Libraries and the president of the Library School Alumni Association. Furthermore, he has been involved with the American Library Association, the Southeastern Library Association, the Mississippi Library Association, and Beta Phi Mu – The International Library and Studies Honor Society.
