Robert Maurer Simmonds, Educator and Retired Operations Research Analyst, has been recognized by Marquis Who’s Who Top Educators for dedication, achievements, and leadership in the Armed Forces.

Dr. Simmonds has had a fruitful career with two branches of the U.S. armed forces in management and operations. He served with the U.S. Navy, from 1965 to 1968 and went on to college then to the U.S. Army as a civilian analyst. Notably, he taught as an associate professor of St. Leo College and Florida Institute of Technology at Fort Eustis, Virginia, from 1985 to 2001. Dr. Simmonds was featured in the pages of Who’s Who in America, Who’s Who in American Education, and Who’s Who in the World. He is a recipient of the Albert Nelson Marquis Lifetime Achievement Award and received the Medal for Exceptional Civilian Service from the Secretary of Defense.

Born in Beaver Falls, Pennsylvania, Dr. Simmonds attended Youngstown State University after serving in the Navy to earn a BS in 1972 and an MS in 1975. He went on to earn an advanced certificate in education (1983) from the College of William and Mary, and an EdD in 1985. In the new millennium, Dr. Simmonds attended the JFK School of Government at Harvard and earned an MA from the Naval War College in 2008. He served from 2001 to 2006 with the U.S. Army Logistics Management College as chair of the system engineering department and went on as senior operations researcher and analyst with U.S. Army Human Resources Command. He was a senior army fellow at the Office of the Deputy Undersecretary for Business and Transformation from 2006 to 2009, after this assignment he became the Deputy Director of Officer and Enlisted Personnel Management Directorate.

Dr. Simmonds entered his profession because he wanted to serve the government. Today, he spends much of his time as a member of the Combat Veterans Motorcycle Association, where he helps raise money for veterans. In his free time, he enjoys golf. Dr. Simmonds is also the proud father of Stephen Maurer and Kenneth Hayes with his wife, Deborah Lynne Carawan.
